Point View Dam is a high hazard dam constructed in the 1960s for the purpose of forming a pump storage water supply reservoir for the Passaic Valley Water Commission. FPA was retained to prepare final plans and specifications to rehabilitate the structure to meet current dam safety criteria. The dam consists of a zoned earth embankment with a concrete gravity spillway and a maximum height of 55 feet. A two lane public roadway traverses the dam about two thirds of the way up the downstream slope. The major deficiencies exhibited by the dam include inadequate spillway capacity, gravity spillway instability, and seepage on the downstream slope. Extensive investigations were performed for the dam to evaluate the seepage conditions.
FPA was retained to provide design, bidding review services and Resident Engineering Services during construction. The project was awarded to the low bidder for $999,107.00. Construction began in May 2010 and was completed in May 2011. In addition to providing field observation and testing services for concrete and earthfill placement, FPA also provided office support during construction, including review of submittals and RFIs.
