Grant Funding Now Available for Municipal Stormwater Assistance

On March 3, 2023, The New Jersey Department of Environmental Protection (NJDEP) announced the Notice of Funding Availability for up to $19,000,000 in grants sourced from New Jersey Corporate Business Tax Receipts to facilitate compliance and alignment of current municipal MS4 Stormwater Programs with the requirements set forth in the 2023 Tier A MS4 permit renewal which went into effect on November 30, 2022.

Under the current NJDEP MS4 program, 101 Municipalities which were formerly designated as Tier B have now been reclassified as Tier A and are eligible for up to $75,000 in grant funding.  465 municipalities which were already classified as Tier A prior to July 1, 2022 are eligible for up to $25,000 in grant funding.

For Newly Designated Tier A Municipalities

$75,000 in funding is intended to assist in the completion of a municipal Storm Water Pollution Prevention Plan (SPPP) and facilitate municipal wide mapping with NJDEP provided mapping tools and templates.

For Formerly Designated Tier A Municipalities

$25,000 in funding is intended to assist in the completion of any additional NJDEP compliant mapping of stormwater infrastructure required.

Many of the newly designated Tier A municipalities are now tasked with the complicated process of implementing and administering a comprehensive MS4 stormwater program which may entail complete stormwater system mapping and the submission of new and/or updated SPPP’s.
